When they leak, these items can cause a tremendous amount of damage especially if the leaking occurs when you are not at home.

According to http://www.eere.energy.gov, 30 - 70% of all water heaters that are 9-14 years old will fail. This means anything from a leak to full out flood. What they are suggesting is to replace your water heater every 10 years.
